The cartoon is satirizing former President Bush's plan of cheering for the troops to provide a victory. The famous Wiley Coyote has ordered an "Acme Strategy For Victory" package while stating that "Cheerleading is not a plan". This is clearly deriding Bush's plan stating that he is doing nothing of considerable contribution. The cartoon can be read that anyone going against Bush's cheering plan hates the troops.
I think that this is funny. It was wrong of him to cheer for the troops and believe that he was helping them. He should not havestood on the sidelines and instead had tried to actively help them not only because he is the President but because he has the power. Also, I thought this was fuuny beause the coyote always buys his products form ACME and they never work properly so the roadrunner always wins and this is another one of his failures.
